Electric Power Generation, Transmission, and Distribution

Purpose
To provide direction and expectations for all employees working with electric power generation, transmission, distribution, or other operations as outlined in WAC 296-45.
Applicability
This section is applicable to all employees working under the scope and application of WAC 296-45 Electric Power Generation, Transmission, and Distribution.
Responsibilities
Applicable employees and managers are responsible for understanding and following all sections and rules as specifically outlined in WAC 296-45. It is also the District’s expectation employees are fit for duty (Directive 52 Fitness for Duty) and work in a safe, competent, and efficient manner (Directive 34 Employee Rules of Conduct)
Employee Responsibilities
Training
- Complete all trainings and be proficient in the safety-related work practices, safety procedures, and other safety requirements as specified in WAC 296-45-065 Training.
- Be trained and familiar with other applicable safety practices, including emergency procedures that are not specifically addressed in the section but are related to job duties and necessary for safety.
- Participate in rescue training for work environment (poles, structures, manholes, boilers, aerial lift devices, confined and enclosed space, etc.) annually to ensure proficiency in applicable emergency procedures relating to pole top, aerial, confined space, and tree rescue.
Job Briefing
- The employee in charge is required to conduct a job briefing with involved employees before the start of each job, as outlined in WAC 296-45-35 Briefing.
Manager’s Responsibilities
- Ensure employees are trained in accordance with WAC 296-45
- Assign trainings to employee learning plans as applicable.
- When notified of hazards must, in good faith, investigate and remedy.
- Provide, maintain, and ensure all PPE is available and used properly.
